Meet the Newest Members of the NCF Team – Part I

We're excited to introduce three of our newest team members who bring an incredible mix of expertise, dedication, and passion to our mission at NCF. Each of them adds unique strengths to our growing organization—and we’re excited to have them on board as we deepen our work in cooperative housing development and support.

Anthony Fernandez – Real Estate Specialist

Anthony joins NCF with nearly two decades of real estate experience. From navigating complex deals to managing diverse property portfolios, he brings deep expertise and a community-first mindset. His background includes serving on various boards and commissions, reflecting a lifelong commitment to public service.

Anthony is now helping lead NCF’s real estate development initiatives and playing a key role in launching our new manufactured home sales program. His passion for supporting homebuyers aligns well with how we’re growing our mission – we’re happy to have him on the team.

Tresa Larkin – Director of Lending

Tresa came on board in February 2025 as the Director of Lending, leading our efforts to grow the Cooperative Loan Fund, NCF’s lending subsidiary. With over 25 years in real estate and lending—including a decade at Minnesota Housing Finance Agency—Tresa brings exceptional knowledge of affordable housing finance.

She’s a recognized leader in navigating complex lending tools like Low Income Housing Tax Credits, HUD loans, and Fannie Mae programs. Outside of her housing work, Tresa is also a small business owner—she and her husband run City Hall Creamery & Coffee in Jordan, MN, a community favorite serving coffee and a rotating menu of 28 ice cream flavors.

Jason Paschall – Policy & Cooperative Development Officer

Jason brings a powerful blend of policy expertise, teaching experience, and grassroots organizing to his role. He leads our policy and advocacy work while also advising resident-owned housing cooperatives.

Jason’s resume includes everything from teaching high school history to opening a community bookstore and leading research on evictions in Minnesota. A graduate of the Humphrey School of Public Affairs, he’s been a tireless advocate for down payment assistance and long-term support for cooperative housing.

When he’s not working, Jason is an avid outdoorsman—hiking, biking (even in the Minnesota winter!), and exploring the wilds of Yellowstone. He also enjoys crossword puzzles, football, and family time in Minneapolis.
